No, the Custom options have been saved into `.emacs'. 20.3 had a separate mechanism for saving options which was loaded from `.xemacs-options', using specialized code in `.emacs'. Beginning with a few betas ago, the options code has been rewritten to always use Custom, so `.xemacs-option' died.
