gnus also includes pop3.el.
The xemacs.mak I contributed to gnus allows use of XEmacs mail-lib's
pop3.el by means of variable USE_XEMACS_MAIL_LIB.
Renaming our pop3.el would break that integration needlessly.

Yes, it was only a thought, only renaming it would be bad. But I felt
it wasn't perfect to have two (different) files with the same name.
(Which one will be used?)
Also, what about epop3? At least it shares some of the same function
names as mail-lib's pop3.el, and looks like it also share some of the
same features as mail-lib pop3 (UIDL etc). Also, there has actually
been a release of it recently (well, within the last 10 months).

Oh, I missed that.
Anyway, mail-lib's pop3.el will be needed for users who don't have
gnus.
gnus may have incompatible changes in the future.
I guess my gnus/xemacs.mak logic is still applicable.

Yup.

It's true a name change would break it, but intentionally shadowing a
library is dangerous in any case. Even if it works, it makes
debugging harder for naive users. If there are other good reasons for
forking or recombining or whatever, it may be a good time to
reconsider that design.
Especially since there are now three or four versions of that
particular library (pop.el) floating around, not to mention extended
versions, any of which might end up in some user's ~/.xemacs/.

No, pop3.el in mail-lib is not the same as in Gnus -- the one in
mail-lib got oodles of useful stuff not in the original pop3.el file.
Oh, I just now noticed the pop3.el shipped with Gnus is not in the
XEmacs gnus package. I guess the mail-lib pop3.el is backwards
compatible then.

That in fact was the motivation - I wanted a drop-in replacement for the
GNUS version that support UIDL.

Yes, I remember testing your new UIDL support.
I just love reading my mail on Windows using XEmacs/Gnus/mail-lib from
a local UNIX server via pop3.
That way I can avoid Lotus Notes + Domino Bricks.
