if it is normal i don't know but i got it to work by just creating the
file:
touch ~/.xemacs/package-index.LATEX.pgp ;)
but i think it is broken, i mean this is not a good behaviour.
what it does anyways is just replace the file with the one it gets from
ftp, so my trick works.

Each one tries to retrieve the package index, then once the thing
downloads, and I say ok use the pgp unsigned thing, i get an error.

well, of course not. I don't even have a .xemacs directory.
so i create one. same error. no package-index in the .xemacs
directory.
this xemacs is from the latest cvs.
