Have you installed the ispell program somewhere in your PATH? The
ispell package relies on an eternal command that must be installed
separately.
Personally I use the cygwin (see
cygwin.com) version of XEmacs and
Aspell (an ispell replacement from
aspell.net) that I compiled myself.
I've had good results with this setup. There is also a pre-compiled
binary version of Aspell at <
http://aspell.net/win32/> which might
work if you aren't interested in compiling it yourself.
