 I don't think so, because I also tried the older vhdl-mode with
 the following copyright:
 ;; Copyright (C) 1994, 1995 Rodney J. Whitby
 ;; Copyright (C) 1992, 1993, 1994 Barry A. Warsaw
 ;; Copyright (C) 1992, 1993, 1994 Free Software Foundation, Inc.

 and it showed the same buggy behavior. I suppose the newer vhdl mode
 is based on this? 
I meant XEmacs version 21.1, not vhdl-mode.  'forward-comment' worked 
fine in XEmacs 21.1 and earlier.
