Same here, xemacs-base 1.38 does not have regexp-opt in
auto-autoloads.el.
When I build xemacs-base from CVS on Windows NT native I do get an
auto-autoloads.el with regexp-opt in it!
FWIW, I don't build the packages, just the XEmacs binary on Linux. This
must be an issue in the xemacs-base package, but I couldn't say why.
