When visiting a new file in my home directory: C-x C-f ~\My Documents\foo.txt XEmacs reports that the directory is write-protected and the resulting buffer is read-only. Indeed, on inspection of my filesystem (Windows XP with NTFS) my directories are marked "read-only", but this seems to be the default and other applications have no issue with creating new files.
