In cases where the package author is willing to maintain an XEmacs
package, but has his/her own distribution channels, is there a reason
we _must_ actively maintain sources in xemacs-packages?
I bet Steve Youngs would be just as happy if he could create SUMOs by
doing a package-ui-like download of VM to the SUMO tree, and have
users' package-get-base refer to Kyle's distribution points somehow:
