The former seems like a good idea. I don't think the latter be a good
assumption on which to base such decisions.
The major problem people who mirror the XEmacs ftp site are then
suddenly civillly disobient(sp?) too.

But implementations may be freely distributed for non-commercial use,
right?
AFAIK you still have to have explicit permission from ascom it is just
that they have a policy of granting them for non-commercial use.
Anyway you better use something like blowfish that is totally free
anyway.
