Sure looks that way. But we need more information. Please run
XEmacs, and (if possible) run the command M-x report-xemacs-bug, and
send. If XEmacs can't send mail, save it to a file and attach that to
regular mail.
You're going to have to investigate the memory issue at your end.

The place where it is aborting is in an error handler; this is
consistent with out of memory, attempting to signal, and failing to do
so because you're out of memory. But it probably would only abort at
start up. What are your users doing when they experience these
crashes? Is it at startup, or some other time?
