There's an RCOPY definition in Local.rules for this particular one, which for non-GNU systems seems to recommend -pR. You may find other things you want to tweak (eg, don't *BSDs use a non-GNU tar?) It might be preferable to do it autoconf style, and automatically create the Local.rules that way, rather than burden the Makefile.
