Do you mean what image is used? That's defined in lisp/glyphs.el, I
think.

Probably you'll find something in *-mouse.c and/or *mouse.el, because
this is very low-level. Ben's style would be to create a
SET_POINTER_GLYPH macro which would be invoked with the short name of
the pointer (something like "SET_POINTER_GLYPH (busy);") but I didn't
see that in a quick grep either.
