I wonder what's going on here. In general electric minibuffer (where
you're not just collecting a string, but each character actually
causes an update) is a hard problem to solve for input methods. But
this seems like just ordinary breakage.

No, we'd like this to work, as much as possible.
I don’t think it ever has; #'read-multilingual-string in mule-cmds.el seems
to be there exactly to work around this. I normally work around it in
practice by entering the text I want to search for in some non-minibuffer
buffer, killing it, and hitting M-y within isearch to yank it.
