doesn't appear in any of the failures, I deduce that your conjecture
about the shell script is incorrect. For some reason, make is
concluding that ${archlibdir} is up-to-date even though it is empty.
I am not a make expert, but I guess what needs to be done is to
declare ${archlibdir} to be a phony target, so that it will get remade
regardless of whether it exists or not. Note this code has been
around for ages; it's not new to 21.4.
What version of make are you using?
