 Officially, yes.  Unofficially, it loads `.xemacs/init.el' if
present,
 but that's unsupported and undocumented.  I have no objections to
 that. 
I find this kind of yucky, but since I now have init.el, I don't
really want to go back.

 This is a drawback from the times of 20.4, but hopefully we'll
settle
 it for 21.1 once and for all.  It's a shame we didn't get around to
 doing it for 21.0, but no good will come from lamenting about it.
