This is not totally true, changing the default face changes the whole
background AFAIK. I spent a lot of time making this work right under windows

When adding text properties or extents with visible attributes
(e.g. face), the attributes are only applied to the end of the line,
not to the edge of the window, even if the line break character(s) are
included.
For example, it does not appear to be possible to display part of the
buffer using a separate background color by applying text properties
or an overlay -- the background color is applied to the characters in
the buffer, but not to the area where there are no characters.
In Gnu Emacs, when an overlay or text properties are applied to the
line break, the properties will display to the edge of the window. I
find this much more useful than what XEmacs permits.
Ideally it would be possible to configure which behavior to apply, and
for the sake of consistency I think that the one implemented by Gnu
Emacs should be the default (besides, I have yet to find an occasion
where I preferred the XEmacs behavior).
This face problem is causing usability problems in an application that
I maintain.
