Yes. However, Eli's subject should read "ICCCM-violating Extended
Segments that are used anyway by XFree86".
The ICCCM (as revised by the XFree86 Project!!) specifically disallows
this use of those control sequences. (They do absolutely nothing that
can't be done with X Compound Text, which _is_ backward compatible to
properly coded applications, except ensure that backward compatibility
is impossible.)
