I get the warnings even after newly starting XEmacs. I re-booted to be
doubly sure.

When I downloaded; at the start of installing I got a dialogue box that
said [some] file was in use; would I like to install in ~/.xemacs. I
selected "yes".
I meant to suggest above that the initialization logic of
package-get-package-index-file-location may be flawed.
