I'm not quite understanding. is this meant to be a "stable" release
that is not beta? Is this going to be announced on comp.emacs.xemacs?

This contains bug fixes only and hopefully should be fairly stable.
Starting from 21.1.3, the 21.1 series will be owned by Vin Shelton.
You should be able to patch up from 21.0.67 (or a previous version) by
applying all the patch kits in between. In particular, if you are
patching up from 21.0.67, you will need to apply both 21.1 patch kits
xemacs-21.0.67-21.1.1.patch.gz
xemacs-21.1.1-21.1.2.patch.gz
in order.
If you are updating from CVS, the 21.1 branch will continue to be
the default, so you do not need to specify a release tag to get it.
I expect that people will start making binary kits from here on
out. Please coordinate with the Binary Kit Manager, Jason Mastaler
<jason(a)xemacs.org>, if you wish to contribute in this area.
There is no schedule yet for 21.1.x maintenance releases. The next
21.2 beta will be released later this afternoon.
