For quick interactive testing you could give
M-x ansi-color-for-comint-mode-on
a try.
(locate-library "ansi-color")
"c:\\Programme\\XEmacs\\xemacs-packages\\lisp\\text-modes\\ansi-color.elc"
So it's part of the text-modes package which you need to have installed.
