These sites all work and are fast by "eyeball check".
("Japan (aist.go.jp)" "ring.aist.go.jp"
"pub/text/xemacs/packages")
("Japan (dti.ad.jp)" "ftp.dti.ad.jp"
"pub/unix/editor/xemacs/packages")
("Japan (sut.ac.jp)" "sunsite.sut.ac.jp"
"pub/archives/packages/xemacs/packages")
Above work fine for me too, now.
These sites have removed their XEmacs content. At JAIST even the
xemacs directory is gone; and at jp.xemacs the xemacs directory is
there but all content has been removed. They probably should be
commented out pending an inquiry to the host administrator. (The
latter really pisses me off; not only have they trashed my favorite
project, but they've hosted two of those "login by password on SSH"
worms in the last month. Get a clue, guys!)
("Japan (jaist.ac.jp)" "ftp.jaist.ac.jp"
"pub/GNU/xemacs/packages")
("Japan (jp.xemacs.org)" "ftp.jp.xemacs.org"
"pub/GNU/xemacs/packages")
Some for me from here.
I'll comment these out for now.
These sites were down when I tried them. I'll need to investigate
NUCBA, but the RING sites should all be the same (that's why they're
called "ring"). So I would say leave "mirror.nucba.ac.jp" _out_ and
"ring.asahi-net.or.jp" _in_ until further notice. (It's your call
though, you know more about usage patterns than I do.)

+; ("Japan (nucba.ac.jp)" "mirror.nucba.ac.jp"
"mirror/xemacs/packages")
("Japan (asahi-net.or.jp)" "ring.asahi-net.or.jp"
"pub/text/xemacs/packages")
I'll leave this as is for now.
Thanks for your testing Stephen, it's much appreciated!
