Officially, yes. Unofficially, it loads `.xemacs/init.el' if present, but that's unsupported and undocumented. I have no objections to that. Right. All that stuff is (once again) getting saved to `.emacs'. This is a drawback from the times of 20.4, but hopefully we'll settle it for 21.1 once and for all.
