I do hope we revisit this, because I rather liked having everything

Yup. If you contribute ideas and code at the beginning of the 21.1
cycle, I will raise no objections to it.
So let me get this straight. This is how the real 21.0 is supposed
to work.
1. customize (and "save options") saves its stuff in .emacs
Yup. This is how 20.4 worked.
2. XEmacs loads only .emacs (./xemacs/init.el is gone, and .xemacs
and .xemacs.el never existed.)
Officially, yes. Unofficially, it loads `.xemacs/init.el' if present,
but that's unsupported and undocumented. I have no objections to
that.
3. There is no options.el
Right. All that stuff is (once again) getting saved to `.emacs'.
This is a drawback from the times of 20.4, but hopefully we'll settle
it for 21.1 once and for all. It's a shame we didn't get around to
doing it for 21.0, but no good will come from lamenting about it.
