Because by the time 21.4.0 was released, I was already well into my
busiest teaching quarter, and nobody else chose to review that patch
and support it that I saw. My goal is that no fix for 21.4 should
break anything else, and I've already screwed up badly twice, so I'm
being more conservative (but not as conservative as I'd like to be).
It's (the pop-menu-titles are off fix?) in 21.4.4, to be released
shortly.

Actually, I owe you an apology. Or at least an explanation/progress
report, but that's something else that's been sacrificed to time
pressure. :-( I'm getting more systematic about it but lots of stuff
still falls through the cracks. Hopefully no patches, though; I've
concentrated on those.
