Dear Bug Team!
Thanks to Stephen for the suggestions about widgets.
I recompiled 21.5.10, and now the buttons do appear (but without
text in then) in the customization buffer. But whenever I click
on either the save button or the "close" button xemacs exits.
Here is what I could recover from the non-X console

Will try a non-gtk compilation. for 21.5.10 next.
I also recompiled 21.4.12 -- here the buttons do not cras xemacs,
but the "Remove" button (still no text) dos not remove the buffer;
I have to kill it manually.
Finally, on the Linux box (i.e., this compilation), I still cannot
get anonymous ftp to the package sites. It works on the
Macintosh, which has essentially the same setting.
