so I know have my packages in /usr/local/lib/xemacs/xemacs-packages
why does it need to be xemacs twice ?
Why did it change

If anyone cares, this is the exact same problem I had when I upgraded
from 21.2.17 to 21.2.18 - a close read of
http://www.xemacs.org/packages/guide.html solved it for me.
