I believe this got fixed by this change (to XEmacs itself) a while
ago:
Hi All!
I'm happy to confirm the fix with the XEmacs I'm currently running:
XEmacs 21.5 (beta27) "fiddleheads" (+CVS-20070202) [Lucid] (i586-pc-win32,
Mule) of Sat Feb 03 2007 on TANG
I am now finally able to turn off the workaround I had put into my
.emacs a while back:
i 2006/04/25 15:20:00 XEmacs work (finding workaround for dired interaction messing up
coding-system: (setq dired-refresh-automatically nil))

* code-files.el (insert-file-contents): Call the file-name handler
from Lisp, not from `insert-file-contents-internal', which is too late.
Sorry for not getting back to you earlier.
