For the users, there's no longer a "need" for the separate branch.
The windows-21-4 branch gets Andy's changes immediately, and in that
sense is a little more "beta" than release-21-4. Changes that go into
release-21-4 get slightly more testing, both from windows branch users
and by the regular testers. Because of differences in management
style, Andy's branch is always slightly ahead of mine, except when I
release.
