I guess the easy start would be to have a filename handler method that
matches on "/:", strips it of and calls the built-in method for everything.
Sound like the right solution to me. If you hardwire it inside
XEmacs proper, then I can't turn it off. I should be able to
turn it off since it has no value if I'm not using EFS.
Since it's EFS-specific, let EFS install it.
