Asian ones haven't had them available until glibc 2.1; Japanese still
does not work "out-of-the-box" as of 2.1.95. (This seems to be an
issue with other important apps not being recompiled against recent
glibcs, but the effect is the same: localization is not used.)

I would say this is the most portable thing to do as a fallback.
Setting LC_ALL="C".
Localizing dired for this purpose is probably not really an option
because you cannot determine the appropriate date regexp easily from
the locale. (It's not as easy as substituting nl_langinfo(ABMON_1)
for "Jan".)
