Other programs (e.g. ImageMagick, tifftopnm) handle the file OK, and
all use the same version of libtiff as XEmacs.
I think this may be fixed in the latest CVS version of 21.4 - see
http://list-archive.xemacs.org/xemacs-patches/200301/msg00144.html.
That patch will appear in the soon-to-be-released 21.4.13.
