I am sorry I don't understand what you mean by _advice_
It’s a framework defined in advice.el, for customising the behaviour of
functions when they don’t provide hooks.

If you hadn’t heard of it, then it probably wasn’t you who did it :-) . To
disable the advice, type M-x ad-deactivate RET , and type
package-admin-delete-binary-package as the response to “Deactive advice of.”
To solve the problem long-term, find the line in the source tree that says
’defadvice package-admin-delete-binary-package’ and fix it to avoid the
infinite recursion.
