non-focus bar cursor is not displayed?
I've been updating the cursor code in xemacs-gtk to use cairo instead of
gdk.
It seems that the bar cursor is deliberately not displayed when the frame
doesn't have focus.
Is that a design decision? It seems a bit odd to me.
