Yup, has been since a close approximation to forever. Of course,
unless you follow xemacs-beta really closely, you probably wouldn't
know such things offhand.
The easiest way to find out is
M-x package-get-info RET maintainer RET
which in this case hasn't been updated :-P and gives the wrong name
but a correct address AFAIK <bug-cc-mode(a)gnu.org>. I'll fix that in hg
sometime in the next day or so, but it will be a while before it shows
up in the package, especially in the SUMO.
Also, every XEmacs package should have have
PKG-{bugs,discuss,patches,maintainer}(a)xemacs.org addresses. In the
case of cc-mode, those were all disabled, except the maintainer
address, at the request of a previous maintainer. I'll write Alan and
see how he feels about reenabling them. However, almost all packages
do have those addresses, although most haven't been checked in quite a
while (another item for my TODO...). Many just point back to
xemacs-beta, but the majority are likely to point to the address we'd
direct you to, anyway, so it's worth trying them first. (Nobody will
get particularly upset if you don't, but sometimes it may speed things
up for you.)
