We don't, it was intended as a suggestion (although the wording looks
pretty imperative, sorry, my bad). But if somebody does "grep
xemacs-ja.1 ChangeLog" they'll believe there was no change to that
file in human memory. Which is plausible: it was true, until a few
months ago.
Seems to me a couple hundred lines of ChangeLog is a small price to
pay to guard against that.
