That is NOT my experience, I had to have add
# -*-coding: iso-8859-15;-*-
At the beginning of the buffer.
Using GNU emacs 23 and Xemacs 21.4.21 Mule
Anyhow this problem seems to me minor, I much more concerned about the
babel problem, that is: somehow, in modes other than fundamental the
coding gets screwed up.

Well another problem with 21.5 is it is not part of any Debian (Ubuntu) based
distribution as far as I know.
Lets go on here.
Probably best to ask which experience with 21.5 and Ubuntu exists. I'm sure people use
it.
Could you build it yourself with configure and make, should no deb-archive exist?
Concerning latin-unity, one problem was the saving to utf8.
Again having put that coding string at the beginning of the buffer
solved the writing/reading problem.
