to invoke the command from an xterm and it was xterm invokation
which lead to the better results.
I've also found that the emacs command, which works correctly, is
invoked from the toolbar where the command is defined as:
prog "emacs" "emacs" /bin/bash -c
"/home/evansl/.icewm/env_emacs.sh"
and env_emacs.sh is:
#! /bin/sh
source ~/.bash_env
/usr/bin/emacs
so that explains how emacs worked by xemacs didn't.
