In other words, make a sample.init package. You'd really have to do
that formally, as otherwise managing the sub-libraries would be a mess
for new users.
We also were working on custom themes. This would make it possible to
do a lot of the sample initializations as (more or less) invertible
themes, selectable from the menu.
But we're short on manpower for both of those right now; the guy who
was working on custom themes went and got a day job. Ben, who heavily
revised sample.init.el in the first place, doesn't consider it a
terribly high priority, and he's never made a package himself. So it
will probably remain a monolith until somebody else picks it up and
runs with it.

Maybe it wasn't available when Ben wrote the functions originally. Or
maybe he considers them sufficiently simple and useful to make good
examples despite the existence of the package.
