This can't work 'cause your packages are in .../xemacs/packages as
opposed to .../lib/xemacs/packages. When you do a vanilla install, it
can pick up the packages because the configure'd package-path points
the right way. Once you move the installed hierarchy, it doesn't
anymore.
Generally, if you want to be able to move the installed hierarchy,
don't specify anything beyond --prefix and --exec-prefix on the
configure command line. You'll get even better mileage if you omit
those as well.
