non-default file encodings?

I've been lurking with interest. I'm mainly en_us, but I support multilingual users. Occasionally, I want to look at one of their files without changing my environment. I know this can probably be done with some elisp variables/functions that I could never remember. However, I was wondering if there was a simple way or a plan to support something like the following: -*- cyrillic-iso8859-5 text -*- I've looked around the docs a little, but I don't know what these "headers" are called.
