Help for a newbie!

I am running Xemacs on a Redhat 7.1 system installed on a 866MHz Pentium III. I have just installed version 21.4.3 per the install instructions page, I think! :) How do I get Xemacs to connect to the internet to download the packages necessary for full functionalitY? If I try and run the "List and Install" function I get the following error message "Symbol's value as variable is void: allow-remote-paths". It appears that Xemacs willnot talk to the internet. I set up the mail function to use netscape and it downloads messages fine this way and I can use the internet normally (or you wouldnt be seeing this) :) so can anyone help this poor ol redheaded woman fix her toy???
