My guess is that your keyboard is sending Unicode (or UTF-8) but you
have a non-Mule build.
If so, you have three options: (1) use the mule binary of xemacs 21.4
(debian has a package for that), install and configure the mule-ucs
package, and possibly jump through a few more hoops assigning
self-insert-command to the non-ASCII keys you use, (2) build XEmacs
21.5 with mule or (3) build XEmacs 21.5 without mule (all versions of
21.5 since 21.5.7 or so understand Unicode to some extent; this is
work in progress).
