Can't we change it from Lisp? If so, why not put it in
default.emacs?
You can always change the frame-title-format and remove the %S. Here's
what I've used for years.
;; Better frame title: readable version string, plus `file: <filename>' or
;; `buffer: <bufname>'
(setq frame-title-format
`(""
,(format "XEmacs %s.%s %s - "
emacs-major-version emacs-minor-version xemacs-betaname)
(buffer-file-name "file: %f" "buffer: %b")))
