It does not mean that existing text will be reflowed. So quoted material will not be automatically reflowed by auto-fill modes. What does get automatically reflowed is newly entered text.

If you're having difficulty getting new text to reflow properly, then that's definitely a bug, but we'll need more detail to diagnose it.
