API-sync? How to do it?

Hi, Tried recently to start to use the appt-package again after being away from it for years. It is in calendar if you don't know it. I then stumbled on substring-no-properties being undefined. A quick check with Emacs revealed that it is there. So we have an incompatibility. Now I guess this is not the only difference in the basic APIs. Do you have some idea what process to use to best solve this? I mean that some functions might not be interesting to implement, some can be implemented in lisp and still some ought to be done at the C-level. And maybe most important would such a sync be interesting to have in the "where do we go next thing?"
