Adding new files to a patch with patcher.

There does not seem a way to add a totally new file to a patch with the patcher tool. It might be possible for those with CVS write access by performing a 'cvs add' before running patcher-mail, but I can't think of the equivalent for regular users. Therefore I would like to request a new function for the patcher package 'patcher-add-new-file', which would add the given file to the patch set and produce a diff against an empty file.
