official XEmacs package, alongside the byte-compiled ones fixes this for

There's still something funky here, I think the .elcs should be enough.
David, could you check if you have the .el files around, and if not, if
installing them helps.
I seem to have the .el files with the same symptoms. I appended a
listing to the end of this message. I tried uncompressing the gzipped
source files, but that did not help. Finally, I byte compiled the file
.../quail/latin-post.el, and that did the trick.
I also discovered that
M-x set-input-method german-postfix
seems to work fine in any case (i.e. without byte compiling latin-post.el).
