Please don't do that. The appropriate path on native Windows systems
doesn't include the lib/xemacs bit. A brief note in the README advising
the user to unpack into lib/xemacs would probably be as good.
In particular it contains
lib/xemacs/site-packages
Put packages that are not official XEmacs packages
here. (Empty).
lib/xemacs/mule-packages
All packages related to the operation of a MULE enabled
XEmacs. Non MULE XEmacsen do not use them.
lib/xemacs/xemacs-packages
^^^^^^^^^^^^^^^
According to INSTALL, that should be just 'packages', and that's what
native Windows systems expect.
