Sometimes, not always. `window-system' is an example of
otherwise.
This variables is obsolete in XEmacs. Period.
`window-system' is a special case. True, it has different and wrong
semantics. It is not obsolete in the sense that we have no plans on
removing it in the future (unless it disappears from FSF Emacs).
