I would hope that configure without any options other than --prefix should at least produce a working xemacs. It might be missing the bells and whistles, but you should be able to edit with it. At least I don't notice anything for the kinds of editing and mail and news that I do. (Maybe I would if I ran xemacs without Mule?)
