Oops. For the future, (a) update the net-utils package or (b) try M-x
report-emacs-bug RET (the old name for that function; I don't know why

Maybe try 21.4? Windows platform has had a lot of improvements in
21.4. I haven't had time to try to replicate yet.
include/attach the shortest Prolog file you have that you know
produces the misbehavior.
A file with this content will crash XEmacs:
